Leeuwarden erkende de complexiteit van het afstemmen van verschillende domeinen en belangen in een langdurig schrijfproces en koos daarom voor een innovatieve aanpak: een week vol intensieve, creatieve workshops, gefaciliteerd door Bax-Healthy Cities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In \u00e9\u00e9n gerichte week brachten we beleid, trends en locatiekennis samen om de basisnotitie voor de herziene Omgevingsvisie van Leeuwarden te versnellen. Door op meerdere gemeentelijke locaties en met een breed scala aan collega&#039;s uit verschillende sectoren samen te werken, gingen we van verspreide input naar een samenhangend verhaal en een gedeelde richting die de besluitvorming en uitvoering begeleidde.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Leeuwarden wil nu haar stadsbrede visie vernieuwen en ambities vertalen naar concrete keuzes. Onze taak was om momentum te cre\u00ebren, de verschillende domeinen binnen de gemeente op \u00e9\u00e9n lijn te brengen, input te verzamelen vanuit alle stedenbouwkundige thema&#039;s (energie, mobiliteit, gezondheid &amp; welzijn, wonen, enz.) en een gestructureerd traject van strategie naar actie te bieden, zonder nog een lang rapport aan de plank toe te voegen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Opbouw van de workshopweek (ma-do)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We hebben een helder format gebruikt dat strategie en praktijk, creativiteit en samenwerking tussen verschillende domeinen combineert:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Moonshots evalueerde de lange lijst met verschillende domeinspecifieke beleidsmaatregelen en de bijbehorende doelen en ambities, definieerde gedurfde succesverhalen en werd onderworpen aan stresstests op wenselijkheid, haalbaarheid en prioriteit.<\/li>\n\n\n\n<li>Trends en ontwikkelingen hebben geleid tot een gemeenschappelijk beeld van wat er in de toekomst gaat gebeuren, wat er in toekomstig beleid moet worden aangepast en waarom dat voor Leeuwarden van belang is.<\/li>\n\n\n\n<li>Tijdens sessies op locatie werden de verschillende ruimteclaims gezamenlijk afgewogen: wat past waar, wat moet er eerst komen, welke afwegingen zijn belangrijk en hoe moeten deze afwegingen worden gemaakt?<\/li>\n\n\n\n<li>Eindsynthese: de inzichten uit de drie sessies werden overlapt om blinde vlekken te identificeren, overlappingen te onthullen en te bepalen waar het huidige beleid in de praktijk tekortschiet en waar het kan bijdragen aan toekomstige uitdagingen.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>De aanpak<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Om het verhaal van strategie tot straat coherent te houden, wordt de ambitie vormgegeven via drie thema&#039;s in verschillende stedelijke contexten:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Verbinden, mensen verbinden, gezondheid en welzijn<\/li>\n\n\n\n<li>Groene natuur, water, klimaat (Vergroenen)<\/li>\n\n\n\n<li>Waardewoningen, economie, dienstverlening (Verwaarden)<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Met deze eenvoudige 3\u00d73-lens kon ik de workshopsessies structureren en werden beslissingen consistent omgezet in plannen, programma&#039;s en plaatsen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Werkwijzen<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Een belangrijke conclusie was het concept van MAAKKRACHT: in- en uitzoomen op verschillende schaalniveaus en in de praktijk testen wat echt werkt. We identificeerden focusgebieden waar de meeste inspanning geleverd kon worden en gebruikten ruimtelijke programmering om acties te ordenen en afwegingen te maken. De week verliep snel, collaboratief en praktisch.
